Why we cover
The hijab is an act of worship before it is a garment. A Muslim woman wears it in answer to her Lord, and it becomes part of who she is wherever she goes. Modesty, haya', is a quality of faith: it shapes how a person carries herself, how she speaks, and how she dresses.
Covering, in this sense, conceals rather than displays. The cloth is there to hide the shape of the body and to let a woman move through the world without drawing the eye. Two verses of the Qur'an speak of it directly, and the first of them names the khimar.
